D&A tests submitted material against available evidence using the verification discipline developed for its own publication process. A favourable finding is never guaranteed.
Public Verification Standard
FW-04 · Evidence, interpretation, uncertainty, and public-facing integrity
More Than Fact-Checking
Verification is a structured review of available evidence and public-facing integrity. It does not claim absolute or permanent truth.
Truth requires more than a correct fact. It requires reliable sources, proportionate interpretation, sufficient context, and honest uncertainty.
What Verification Examines
- Factual Grounding
- Source quality and integrity
- Context
- Proportionality of interpretation and whether the evidence supports the conclusion
- Uncertainty
- Public-Facing Integrity
Verification Outcomes
Formal Verification findings use five outcomes: Verified; Verified with Limitations; Provisional; Revision Required; Not Verified. Critique findings assess the work separately and do not substitute for a Verification outcome.
Observation Is Not Inference
D&A distinguishes observation, evidence, interpretation, inference, judgment, and uncertainty.
D&A identifies the gaps. It does not claim to answer the gaps when the evidence cannot do so.
Evidence Constrains Interpretation
Interpretation is necessary in systems intelligence, but it remains bounded by what the evidence can reasonably support.
Verification Across D&A Work
Verification can apply across Analyses, Observatory Records, Reports, Indices, Public Information Releases, Glossary Records, and other durable public work.
Public Information Releases
A PIR distinguishes what is known, verified, uncertain, changed, and still requires further examination.
Verification and the Systems Observatory
Observatory records preserve structured signals and evidence. Verification tests the claims made about those signals and the integrity of their public presentation.
Verification and the Register
Verification status, where appropriate for public display, is preserved as part of the record rather than treated as a permanent guarantee.
Verification Does Not Mean Permanence
A verified judgment can still be revisable. New evidence, corrected data, changed conditions, or stronger sourcing can require a record to change.
Human Judgment
Verification remains human-led. Automated tools may assist research, comparison, checking, and documentation, but consequential judgments remain subject to human review.
Open-Access Evidence
D&A prioritizes open-access evidence wherever practicable so readers can inspect the foundations of public claims.
Internal D&A Verification
D&A applies its verification standards to its own public work. The public description explains the governing principles while protected implementation details remain private.
Client Verification Services
Client Verification is a separate, private service environment and does not form part of D&A publication approval. Three bounded services are available: Verification, Critique, and Complete Review (Verification + Critique). Verification tests support for claims and evidence. Critique pressure-tests reasoning, framing, omissions, fairness and public-facing vulnerability. Complete Review preserves those judgments separately within one client report.
Public Client Process
Choose Service → Submit Material & Authorize Card → Scope & Capacity Review → Acceptance & Payment Capture → Human-Reviewed Assessment → Approved Private Report
Submission and card authorization do not constitute acceptance. No payment is captured at authorization. D&A reviews scope and capacity before accepting the engagement and capturing payment; if declined, the authorization is released. Payment purchases the agreed review service and does not guarantee a favourable finding. Client findings are bounded by the defined question, submitted material, evidence, scope and review period.
Human and AI Roles
Automated and AI-assisted tools may support research, comparison, checking and drafting under D&A controls. Client-facing findings require human review and approval. AI does not independently accept an engagement, issue a Human Verified result, authorize delivery, or replace the responsible human judgment.
Service Boundaries
D&A may assess factual claims about legal, regulatory, medical, scientific and other subjects, but Client Verification does not provide legal advice, medical diagnosis, or another determination, certification or service reserved to a licensed or regulated professional. A client report is not a broader endorsement of a person, organization or publication.
Private Reports and Use
Client submissions and reports are private by default and do not become D&A public records or publications. Clients may use what they learn to revise their own work, inform internal discussion and decisions, and conduct further independent research. Republishing a D&A private report, certificate, seal, or attributed private finding is governed by the Client Verification Terms.
What D&A Does Not Publish
The public verification pages do not expose proprietary scoring logic, thresholds, failure conditions, private source ledgers, prompts, protected procedures, confidential client information, or unpublished deliberation.
Verification and Intellectual Property
The D&A Verification Framework forms part of the intellectual architecture developed by Decipher & Atlas Media Inc. Its public standards explain the principles governing D&A verification while the proprietary internal methodology remains protected.
External Standards
D&A develops and governs its own verification architecture. External standards and reference frameworks may inform the platform’s approach to evidence, governance, artificial intelligence, risk, accountability, and public integrity.
They inform the work. They do not define or replace the D&A method.
NIST-informed. OECD-aware. Canada-grounded. D&A-governed.
What Verification Does Not Promise
Verification does not promise omniscience, perfect prediction, permanent certainty, or the elimination of interpretation. It makes the evidentiary boundaries of a claim more visible.
The Standard
Verify what can be verified.
Identify what remains uncertain.
Show where interpretation reaches beyond the evidence.
Correct the record when better evidence requires it.
Verification does not make complexity disappear. It makes the evidentiary boundaries of the claim more visible.
More than fact-checking.
Less than absolutism.
Built for public clarity.
