Decipher & Atlas
Decipher & Atlas is a global public systems intelligence platform.
Its purpose is to make consequential change, public risk, evidence, uncertainty and systemic relationships more understandable. D&A connects historical context with changing conditions through public research, education, verification and systems analysis.
Nine Watch Conditions
The Watchboard tracks nine recurring conditions through which systemic pressure can become visible.
- Climate Survivability
- Food Systems
- Governance Legitimacy
- Infrastructure Fragility
- Information Integrity
- Insurance Retreat
- Narrative Conflict
- Platform Power
- Species Intelligence
Species Intelligence
Species Intelligence extends that field beyond human institutions and human cognition. It recognizes that other species—including whales, elephants, dolphins, primates, and other socially and cognitively complex beings—possess forms of intelligence, communication, culture, memory, learning, and social organization that may themselves be consequential within changing systems.
Systems Observatory
The Systems Observatory is a structured environment for observing signals, connecting evidence and tracking relationships across systems through the nine Watch Conditions. Its work is documented through Observatory Records and linked public records. Assessments identify what is known, what remains uncertain and the emerging direction of change. Each published assessment is bounded by its scope, dates and available evidence and may be revised. A trajectory is an assessed direction of change, not a guaranteed prediction.
Watchboard
The Watchboard tracks the nine Watch Conditions using five public states: Clear → Watch → Advisory → Warning → Critical, with direction recorded as Stable, Rising, or Decreasing.
Four Analytical Lenses
- Mapping Meaning — how narratives, assumptions, symbols, and legitimating structures shape interpretation.
- Verifying Truth — how claims, evidence, omissions, credibility, and uncertainty are tested.
- Dynamic Interconnections — how systems, infrastructures, actors, flows, and consequences interact across time.
- Embodying a Future — how future conditions become materially visible in the present.
Analysis, Observatory Records, Reports, and Indices
Different public records perform different functions. Analysis develops evidence-led interpretation. Observatory Records preserve structured observation. Reports synthesize findings. Indices track conditions over time. A Public Information Release can place concise verified information on the public record without requiring a full Analysis.
Register
The Register preserves the identity, relationships, provenance, version history, and status of durable D&A records.
Verification
Verification examines factual grounding, source quality, context, interpretation, uncertainty, and public-facing integrity. D&A also offers a separate, bounded external Verification Service for appropriate public-facing work.
Truthsayers and Listening Infrastructure
Truthsayers form part of D&A’s public listening and trust infrastructure: a revisable record of voices whose work helps make consequential reality more legible under pressure.
Glossary
The Glossary provides a traceable public home for recurring D&A terminology and for established concepts used within the platform.
A Public Record That Can Change
D&A records are designed to remain open to correction, clarification, revision, supersession, and withdrawal when evidence requires it.
Decipher & Atlas Media Inc.
Decipher & Atlas Media Inc. is a Canadian for-profit company operating with a public-interest mission.
Where to Begin
Begin with the Watchboard to see the conditions under observation, the Systems Observatory to follow signals, the Analysis Track for structured interpretation, the Reports & Indices area for formal findings, the Truthsayers archive for listening infrastructure, and the Glossary for recurring terminology.
Decipher & Atlas observes the signal, tests the evidence, maps the connection, records the judgment—and leaves the record open to revision when reality requires it.
